What decided it

The prominent location of the outbuilding causes it to appear so incongruous as to be out of keeping with the character of the area and thereby causes significant harm to the street scene.

The absence of harm to residential living conditions, highways and parking was a neutral factor; the significant harm to the street scene and character of the area outweighed any other considerations.
