What decided it

The harm to the character and appearance of the conservation area arising from the loss of the original timber windows and their replacement with UPVC, which would fail to replicate the proportions and detailing of the original features, substantially outweighs the limited public benefits claimed.

Applying Policy S4 of the Framework, the identified benefits of granting planning permission would be substantially outweighed by the adverse effects on the character and appearance of the conservation area, and the proposal would conflict with national decision-making policies HE6 and HE9 and Policy DP3.
