For Appeal A, the finding that the new shop front preserved the character and appearance of the WGCA decided the appeal in the appellant's favour; for Appeal B, the finding that the rear extension caused significant harm to the WGCA and unacceptable harm to neighbours' living conditions, not outweighed by public benefits, decided the appeal against the appellant.
In Appeal B, the less than substantial harm to the WGCA was weighed against the appellant's claimed public benefits (informal community space, jobs) under NPPF paragraph 202, and the harm was found to outweigh the insufficient public benefits.
