What decided it

The lack of a realistic five-year supply of deliverable traveller pitches, the resulting unmet need for the family, and the best interests of the children in education outweighed the moderate harms from loss of green space and intentional unauthorised development.

The considerable weight attributed to the unmet need for traveller accommodation and the children's best interests outweighed the moderate harm from conflict with policy GS1 (loss of green space) and the moderate harm from intentional unauthorised development, tipping the balance in favour of granting permission.
