What decided it
The Council's inability to demonstrate a 5-year housing land supply, combined with the substantial benefits of housing delivery and 50% affordable housing provision, outweighed the development plan conflicts and moderate additional landscape harm when assessed against the tilted balance in NPPF paragraph 11d.
The conflict with development plan settlement policies (limited weight) and moderate additional landscape harm (substantial weight, but reduced by fallback position) were outweighed by substantial weight given to housing delivery, substantial weight to 50% affordable housing provision, and significant weight to economic and social benefits, such that the presumption in favour of sustainable development applied and the appeal succeeded.
