The proprietor of the stables lives sufficiently close (300m away) to provide necessary care and welfare for the horses, meaning the on-site mobile home is not justified by rural business need.

The legitimate public interest in upholding national and local planning policy and protecting countryside character outweighed the interference with the occupier's and appellant's human rights under Article 8 and Article 1 of the First Protocol.
