What decided it

The proposed digital advertisement would be an unacceptably obtrusive and intrusive feature in views from nearby bedroom windows due to its proximity, scale, illumination and changing images, causing significant adverse effect on residential amenity that could not be adequately mitigated by conditions.

The benefits of the proposal including CO2 emissions, revenue, maintenance and waste reduction were outweighed by the significant harm to the amenity of nearby residents.
