The absence of any identified harm from the development combined with the acknowledged lack of a supply of Gypsy and Traveller sites in the district, which weighed heavily in favour of granting a permanent permission.

With no significant harm identified on any main issue, the lack of a supply of Gypsy and Traveller sites and the benefits of a settled base for the family tipped the balance firmly in favour of allowing the appeal.
