What decided it

The proposal would exacerbate existing parking stress in Ivy Street by converting a single dwelling to three flats without adequate off-street parking provision, making day-to-day living more difficult and increasing the risk of blocking access for pedestrians and emergency vehicles.

The benefits of creating three small units suitable for first-time buyers and the acceptable design and living conditions were outweighed by the harm caused by likely additional demand for on-street parking in an already saturated street.
