What decided it

The development would have a likely adverse effect on the integrity of habitats sites due to failure to demonstrate nutrient neutrality, which would be contrary to the Habitats Regulations and thus unlawful.

The social and economic benefits of housing delivery and affordable housing provision, together with modest enhancement of the Conservation Area, could not outweigh the harm identified in relation to highway safety and habitats sites integrity.
