What decided it

The Inspector's assessment of whether the harm caused by each alteration to the special architectural or historic interest of the listed building was outweighed by any public benefit, applying paragraph 202 of the NPPF.

For plasterboard and partitions: the heritage benefits of avoiding further works to the fabric of the building outweighed the minimal harm caused by the alterations. For fireplace, door, dormer, tiles, and paint: the less than substantial harm to the heritage asset was not outweighed by any public benefit.
