The substantial harm to the Green Belt by reason of inappropriateness and loss of openness, combined with significant harm from the unsustainable location and limited harm to character and appearance, are not outweighed by the minimal social and economic benefits of a single dwelling, and the Green Belt policies provide a clear reason for refusal under paragraph 11(d)(i) of the Framework.
