Main issues, as the Inspector framed them
- for both Appeals, the adequacy of the proposed housing to provide an appropriate mix of smaller and larger units
- for Appeal A, the impact of the proposal's massing in relation to a sense of enclosure for future occupiers and on the character and appearance of the surrounding area
- for both Appeals, the requirement for a planning obligation to cover other planning issues and the adequacy of the documents submitted
What decided it
The site's location near Raynes Park town centre and station, combined with the Build to Rent nature of the schemes and London Plan policies supporting flexible housing mix requirements in such locations, justified departure from the indicative housing mix proportions in the local plan, and the additional massing in Appeal A would not result in unacceptable impacts on character, appearance or living conditions.
The benefits of housing delivery and optimisation of housing potential on a sustainably located site, combined with the acceptable design and massing of the proposals, outweighed any concerns about the departure from indicative housing mix proportions.
