The unsustainable location of the site, causing heavy reliance on the private car and conflict with the Development Plan's spatial strategy, combined with harm to rural character, outweighed the benefits of self-build and affordable housing.

Substantial weight given to the self-build and affordable housing benefits did not outweigh the harm from the unsustainable location and the harm to character and appearance, so the balance tipped against the proposal.
