The benefits of providing additional employment space and enabling use of previously developed land were outweighed by the unacceptable harm to the rural and landscape character and appearance of the area, the failure to conserve the scenic beauty of the Chichester Harbour AONB (to which great weight should be afforded), and the adverse effects on protected species.
