What decided it

The definitional and other harm to Green Belt openness and encroachment caused by the extension of the use onto previously undeveloped land was not clearly outweighed by other considerations, but confining permission to the land already covered by existing Certificates of Lawfulness avoided that Green Belt harm.

The limited benefits of landscaping/restoration and the possibility of controlling the use by condition fell well short of clearly outweighing the substantial harm to Green Belt openness and encroachment from the extended use, so the balance tipped against the wider proposal, though it tipped in favour of a reduced-area permission confined to the LDC land where no Green Belt harm arose.
