What decided it
The unjustified loss of a permanent residential dwelling in an area with limited land supply and challenging housing targets, contrary to Policy LP38, was overriding and could not be outweighed by the absence of harm to the conservation area or neighbours' living conditions.
The benefits of preserving the conservation area character and avoiding harm to neighbours' living conditions were outweighed by the conflict with the presumption against loss of residential units under Policy LP38, with no compelling circumstances to justify an exception.
