The commercial office use with its comings and goings would erode the residential character of the area contrary to Policy CP17 of the Brent Core Strategy, and the scheme would have an unacceptable impact on highway safety through increased on-street parking demand in an area already constrained by proximity to a school.

The Inspector did not undertake a planning balance exercise; the scheme was found to conflict with the development plan with no material considerations to indicate otherwise.
