What decided it

The replacement windows and garage door, located on a prominent corner building within the Monken Hadley Conservation Area, fail to conserve or enhance the character and appearance of the conservation area through their bulky aluminium frames and poorly detailed garage door design, contrary to section 72 of the Planning (Listed Buildings and Conservation Areas) Act 1990 and NPPF paragraph 199.
