The absence of a five year housing land supply engaged the tilted balance for Appeal A, and the benefits of the scheme were found not to be significantly and demonstrably outweighed by the limited policy conflict, while Appeal B was found to accord fully with the development plan.
For Appeal A, the limited conflict with Policy S8 arising from part of the site being in the countryside did not significantly and demonstrably outweigh the benefits of the scheme, so the tilted balance favoured permission; for Appeal B, full accordance with the development plan meant no tilted balance exercise was needed to justify allowing the appeal.
