The Planning Policy for Traveller Sites Policy E establishes that personal circumstances and unmet need are unlikely to clearly outweigh harm to the Green Belt, and the appellants' circumstances, whilst given significant weight, did not constitute the improbable exception to this guidance.

The harm to the Green Belt by reason of inappropriateness and landscape harm was not clearly outweighed by the appellants' personal circumstances, health issues, unmet need for gypsy and traveller provision, or the best interests of their children, such that very special circumstances could be established.
