What decided it

The permanent loss of the existing chimneypieces, which despite being later replacements possess modest heritage merit and are appropriate to the building's period, combined with the inadequacy of the proposed new chimneypieces in reflecting the status and architectural hierarchy of the principal reception space, would cause less than substantial but considerable harm to the listed building with no public benefits to outweigh it.

The less than substantial harm to the significance of the Grade II listed building, attributed considerable importance and weight, was not outweighed by any substantiated public benefits, as the works would principally provide private benefit to the flat's occupiers with negligible public benefit.
