What decided it

The gabled roof extension and rear dormer, by virtue of their scale, siting and design, would fail to preserve or enhance the conservation area and cause less than substantial harm that was not outweighed by the modest public benefits of additional accommodation.

The less than substantial harm to the character and appearance of the conservation area was not outweighed by the public benefits of providing additional living accommodation and securing the property's optimum viable use.
