What decided it

The two-storey extension causes visual intrusion and overbearing effect on neighbouring living conditions, and the fence creates an urbanising effect contrary to rural character, making both unacceptable; however, the fence requirement can be varied to permit reduction to 1 metre height as permitted development, and the compliance period can be extended to 9 months.
