What decided it

The unsuitability of the countryside location for a permanent dwelling, conflicting with Policy MTRA4 and the development plan as a whole, to which the Inspector attached considerable weight.

The considerable weight attached to the harm from the unsuitable countryside location was not outweighed by the appellants' personal circumstances (moderate weight), the very limited housing supply benefit, or the neutral factors of highway safety, absence of other harm and deliberate concealment, so the appeal was dismissed.
