What decided it

The peripheral location of the site within the Tourism Accommodation Area and the absence of any demonstrable impact on tourism interests, combined with the social and economic benefits of the HMO use, outweighed the conflict with the in-principle embargo on HMOs in Policy HO14.

The conflict with Policy HO14's in-principle embargo on HMOs in the TAA was outweighed by the social and economic benefits of the scheme and the lack of any conflict with Core Strategy Policy C3 and Borough Plan Policy TO1, and the absence of demonstrable harm to tourism.
