What decided it
The proposal conflicts with the development plan taken as a whole, particularly the recently made Neighbourhood Plan which allocates sites to meet the village's growth needs and defines a revised development boundary that excludes the appeal site, and there are no material considerations including the Framework provisions that outweigh this conflict.
The social and economic benefits of the scheme, including housing supply and economic activity, were outweighed by the material harm to character and appearance, the conflict with the spatial strategy of the development plan, and the failure to deliver an appropriate housing mix, in circumstances where the Neighbourhood Plan has allocated sites and identified potential for windfall infill to meet the village's growth targets.
