What decided it
No very special circumstances existed to outweigh the substantial harm of inappropriate Green Belt development because, on the appellant's own evidence, no gypsies or travellers would actually be displaced from the disputed land.
The substantial harm by reason of inappropriateness, together with limited harm to openness and character and appearance, was not clearly outweighed by other considerations, so very special circumstances did not exist and the balance tipped against the development.
