The limited (A, B) or moderate (C) economic, tourism, community and biodiversity benefits, together with little weight given to reduced carbon emissions and mitigation works, were outweighed by the very significant conflict with Chapter 14 of the Framework and the development plan, tipping the balance towards refusal for A and C.
