What decided it
The proposal failed to satisfy Part (b) of the Framework's Exception Test because it had not been demonstrated that the development would be safe for its lifetime without increasing flood risk elsewhere, and FWEPs could not reliably be secured or verified by condition.
Limited weight to economic and tourism benefits and moderate weight to the site's 'only realistic future' were outweighed by the very significant material consideration of conflict with the Framework's Exception Test and the development plan as a whole, resulting in refusal.
