What decided it

The appellant's failure to provide evidence demonstrating that the material change of use to a large HMO occurred more than ten years before the enforcement notice was issued meant the ground (d) appeal could not succeed.

The balance struck between remedying planning harm as soon as practicable and affording tenants a reasonable amount of time to find suitable alternative accommodation, resulting in a six-month compliance period.
