What decided it

The accessible location of the site and market demand for residential accommodation were outweighed by the significant harm to living conditions and highway safety; the Inspector extended the compliance period from three to six months to balance the need to remedy planning harm promptly against the practical difficulties for tenants in finding alternative accommodation during the COVID-19 pandemic.
