What decided it

The proposal would result in disproportionate additions to the original building with a volumetric increase exceeding 190% and substantial increases in bulk and massing, constituting inappropriate development in the Green Belt with no very special circumstances to outweigh the harm.

The substantial harm to the Green Belt by reason of inappropriateness was not clearly outweighed by the social and economic benefits claimed, which were insufficient to constitute very special circumstances.
