What decided it

The loss of the existing servicing yard would create highway obstruction and safety concerns by forcing occupiers to park illegally on Club Row, a key link in the highway network, which would be detrimental to road users and pedestrians.

The accessibility of the site and the aim to meet the needs of smaller businesses did not outweigh the conflict with the development plan in respect of highway safety and the inability to secure enforceable bicycle parking management.
