What decided it

The development does not fall within the curtilage of a dwelling and therefore constitutes inappropriate development in the Green Belt with no very special circumstances to justify it.

The need for the appellant to store his vardoes as an important aspect of his gypsy heritage does not clearly outweigh the harm to the Green Belt by reason of inappropriateness, and very special circumstances do not exist.
