What decided it
The significant harm to the character and appearance of the rural area caused by the proposed two-storey suburban design, when weighed against the modest housing supply benefit of a single dwelling in the context of an acute design conflict, outweighed the presumption in favour of sustainable development under paragraph 11(d) of the Framework.
The modest contribution to housing supply and economic benefits were significantly and demonstrably outweighed by the significant harm to character and appearance and the failure to achieve the social objective of fostering well-designed places, such that the proposal was not sustainable development and the presumption in favour did not apply.
