What decided it

The unjustified loss of established hedgerow and inappropriate urbanisation of the rural country lane, combined with the availability of a suitable alternative access arrangement, meant the development could not be justified.

The minimal benefit of improved security for the appellant and his family did not outweigh the harm to character and appearance of the surrounding area and the loss of hedgerow, even when considering Article 8 rights and Public Sector Equality Duty.
