What decided it
The evidence demonstrates that the existing Redfields Lane junction operates significantly over capacity, and the proposed variation would add to queuing vehicles through that congested junction prior to the mitigation being completed, causing a severe impact on highway capacity and safety contrary to development plan policies and paragraph 111 of the Framework.
The moderate weight attached to bringing forward delivery of 49 dwellings and aiding the construction programme did not outweigh the harm regarding the effect of the proposal on the capacity and safety of the highway.
