What decided it
The less than substantial harm to the significance of the Maida Vale Conservation Area, combined with the failure of eight of the nine flats to provide acceptable living conditions, outweighed the public benefits of the scheme.
The significant public benefits of housing delivery, economic and environmental gains did not outweigh the less than substantial but considerable harm to the Conservation Area and the diminished benefit arising from poor living conditions in most of the flats, so the balance tipped against the proposal
