Main issues, as the Inspector framed them
- Appeal A: whether the proposal would be permitted development under Schedule 2, Part 3, Class Q of the 2015 GPDO; and the effect of the proposal on the character and appearance of the area
- Appeals B and C: the effect of the proposal on the character and appearance of the area
What decided it
For Appeals A and C: the retention of sufficient original building fabric and the visual integration of the converted dwelling with the established residential character of the nearby settlement while remaining sensitive to the rural WHS setting. For Appeal B: the visual prominence and material incongruity of the proposed extensions causing less-than-substantial harm to the WHS setting that outweighed limited public benefits.
Appeal B: the less-than-substantial harm to the setting of the Derwent Valley Mills World Heritage Site, weighted with great weight per paragraph 193 of the Framework, outweighed the limited public benefits of housing supply, economic benefits during construction and occupation, and bringing a derelict structure back into use.
