What decided it

The proposed bungalows, being single-storey, modest, and well-distanced with adequate garden space, would not result in incongruous or over-intensive development and would integrate adequately with the existing built environment while contributing to identified housing need.

The modest scale and low-density infill nature of the proposal, combined with its contribution to identified housing need in the Luton Housing Market Area, outweighed concerns about character and appearance, resulting in accordance with the development plan.
