What decided it

The application of the NPPF paragraph 11(d) tilted balance, given significantly out-of-date development plan policies and a housing/affordable housing shortfall, meant the identified harms did not significantly and demonstrably outweigh the benefits.

The benefits of housing and affordable housing delivery, improved openness, ecological benefits and heritage restoration outweighed the limited harm to character and appearance and the minor harm to the setting of the listed building, so the appeals were allowed under the paragraph 11(d) tilted balance.
