What decided it
The hip to gable roof extension and rear dormer window cause material harm to the character and appearance of the house and streetscene by unbalancing the paired semi-detached houses and detracting from the established residential character, whereas the extension, patio and outbuilding do not cause unacceptable harm and can be permitted.
The benefits of permitting the extension, patio and outbuilding (which cause no unacceptable harm) were balanced against the harm to character and appearance caused by the hip to gable extension and dormer, resulting in a split decision allowing the former and refusing the latter.
