The absence of a planning obligation securing mitigation for recreational disturbance impacts on Epping Forest SAC, combined with unmitigated harmful noise and disturbance to neighbouring occupiers from the increased occupation and new communal rear layout, rendered the development unacceptable.

The limited benefits of additional affordable accommodation and small economic benefits were significantly outweighed by the significant harm to Epping Forest SAC integrity and harmful living conditions for neighbouring occupiers.
