The proposal's scale and residential terrace appearance would introduce an urbanising feature incongruous within its countryside setting, causing harmful effects to the landscape and scenic beauty of the AONB and AHLV that would not be outweighed by limited economic benefits.

The limited public benefit accruing from economic contribution to the local rural economy did not outweigh the harm to landscape character and the scenic beauty of the AONB and AHLV.
