What decided it
The appellant failed to demonstrate an established affordable housing need for persons with strong local connections to the parish, meaning the paragraph 149(f) exception did not apply and the resulting Green Belt harm was not clearly outweighed by other considerations.
The substantial weight given to affordable housing delivery and other limited-weight benefits did not clearly outweigh the substantial harm to Green Belt openness and moderate harm to Green Belt purposes, so very special circumstances were not made out.
