What decided it
The cumulative harm to character and appearance, future occupants' living conditions (inadequate outdoor amenity space), and neighbours' living conditions (unacceptable noise and disturbance) could not be justified by the moderate housing benefits, and the development conflicted with the development plan with no material considerations to outweigh that conflict.
The moderate social, economic and environmental benefits of housing delivery and efficient use of an existing building were outweighed by unacceptable harm to character and appearance and the living conditions of both future and existing residents.
