What decided it

Appeal A was dismissed because the care home use would cause material harm to neighbouring residents through noise and disturbance from increased vehicular movements, particularly staff shift changes at unsociable hours, which could not be adequately mitigated. Appeal B was allowed because the revised plans for conversion to a single dwellinghouse would not cause harmful effects on living conditions, crime, or anti-social behaviour, and would provide inclusive design.
