What decided it

The cumulative harm to character and appearance, living conditions, ecology, and failure to secure affordable housing and public open space, combined with fundamental conflict with the development plan, outweighed the benefits of housing delivery.

Although significant benefits of housing delivery and use of previously developed land were given appreciable and substantial weight respectively, these were not sufficient to outweigh the identified harm to character and appearance, ecology, living conditions and the lack of affordable housing and public open space, resulting in fundamental conflict with the development plan.
