What decided it
The proposal would result in significant loss of privacy to occupants of the adjacent property through unobstructed views from the proposed roof terrace in very close proximity to their windows, making their rooms significantly less pleasant to use and causing harm to their living conditions.
The absence of harm to the character and appearance of the conservation area and host building was a neutral factor that could not outweigh the significant harm to the living conditions of neighbouring occupants.
